Starting from the within, wrap stitches around the edges of your felt, stitching the circle to the bottom of the horn, and tie it off. Attempt to hide your knot inside, or a minimum of away from the edge.

Sew the elastic to the bottom of the horn. Take care to stitch the elastic all the method to the edges of the horn, or the base will pull up at the front and back.
